ECCREDHH : Humanitarian Emergency and State Failure in the Cul-de-Sac Plain

For the past 72 hours, the Cul-de-Sac Plain region has been the scene of an armed offensive of unprecedented violence. The civilian population, targeted, is bearing the brunt of the consequences of chronic instability that the State seems incapable, or unwilling, to control.

A Clear State Responsibility

The conclusion is undeniable: the persistence of these massacres suggests tacit complicity, even a deliberate plan to systemically destabilize the Haitian nation. The inaction of the authorities in the face of planned attacks against the physical integrity of citizens amounts to a flagrant violation of their constitutional obligations of protection.

 The Cry of Alarm from the Human Rights Defense Organization (ECCREDHH)

The Collective of Competent Citizens Seeking Equality and Human Rights in Haiti (ECCREDHH) remains, at this time, one of the few institutional voices denouncing this carnage. Despite repeated calls for urgent intervention over the past two days, the silence of the authorities and the lack of security deployment on the ground confirm the abandonment of the population by those who claim to lead the country.

A Population Held Hostage

Mass Confinement: Hundreds of families have been trapped in their homes for over 36 hours, deprived of access to water and food.

Displacement Crisis: The desperate flight of citizens ("The victims cannot stop running to leave their homes") testifies to the complete breakdown of the social contract.

 Impunity for Armed Groups: The strengthening of gangs is a direct consequence of political negligence and governance by transitional structures disconnected from security realities.

Immediate Demands

The Human Rights Organization (ECCREDHH) demands a firm and proportionate response from law enforcement to liberate the besieged neighborhoods. The passivity of current leaders can only be interpreted as tacit approval of the terror imposed on the most vulnerable.
