Republican Bloc/CNTP, entrusted with its mission to safeguard the public interest and institutional sustainability, hereby records the observation of a systemic failure of the State. We are witnessing a critical transition where administrative deficiencies are morphing into criminal and historical responsibility for the de facto executive branch and its political allies.
I. THE PATHOLOGY OF INCAPACITY TO ACT (INCAPACITAS AGENDI)
The current government demonstrates a structural inability to exercise its sovereign prerogatives. This power vacuum is manifested by:
1- The Disruption of Territorial Unity: The abandonment of Artibonite, a vital agro-economic hub, to sub-state entities establishes zones of terra nullius within the Republic.
2- Criminal Omission: From a legal standpoint, the inaction in the face of the Séguen massacres is no longer a matter of simple incompetence, but a clear disregard for Article 19 of the Constitution, turning the State into a mere spectator to the sacrifice of its population.
II. THE DEPRECIATION OF HERITAGE AND THE IDENTITY CRISIS
The threat to the Citadelle Henry site constitutes a serious violation of Haiti's treaty obligations (UNESCO 1972).
• Institutional Alert: The recent resignation of the Director General of the Ministry of Culture and Communication is an expression of a deontological refusal to endorse the liquidation of the national heritage.
• Symbolic Significance: A state that proves incapable of protecting its "sacred stones" loses the spiritual and historical legitimacy to govern its people.
III. THE SHARED RESPONSIBILITY OF THE SIGNATORIES OF THE NATIONAL PACT
Political rigor demands that we acknowledge the complicity inherent in their adherence to the pact.
• The Acknowledgment of Shared Failure: By remaining within this failing executive branch, the political parties that signed the National Pact share the moral and legal responsibility for the resulting bloodshed.
• The Doctrinal Paradox: One cannot claim to be striving for national stability while simultaneously serving as the political foundation for an administration that is overseeing the disintegration of the nation.

EMERGENCY MEASURES AND REPUBLICAN DEMANDS
Faced with this collapse, the Republican Bloc/CNTP imposes the following recovery priorities:
1. Territorial Safeguarding: Immediate implementation of a proactive defense protocol in Artibonite and Séguen. Security must cease to be a variable for adjustment and become once again a duty of the State to the Nation.
2. Elite Heritage Protection: Deployment of specialized units to secure historical sites, pillars of our fundamental sovereignty.
3. Restoration through the National Urban Plan: Implementation of the National Urban Plan (PNU) as the sole tool for administrative reconquest and reorganization of resilience centers.
The Republican Bloc calls for a renewed sense of competence and the strict application of Republican Doctrine to replace chaos with order and law with arbitrariness.
